Student Enrollment Types and Placement Policy

Enrollment & Placement Policies

Loomis Union School District uses an annual Open Enrollment period to organize student registration and school placement for the upcoming school year.

The Open Enrollment process provides enrollment options for students and families while helping the District plan for enrollment and available space at each school.

Who Participates in Open Enrollment?

The annual Open Enrollment process includes the following:

New Resident Students

Students who reside within the Loomis Union School District boundaries and wish to attend their assigned school of residence.

Intradistrict Transfers

Students who reside within the Loomis Union School District boundaries but wish to attend an LUSD school other than their assigned school of residence.

Interdistrict Transfers

Students who reside outside the Loomis Union School District boundaries and wish to attend an LUSD school.

Please Note: A signed Interdistrict Transfer Release Form from the student's district of residence is required and should be completed concurrently with the LUSD enrollment application.

Affidavit of Residency

An Affidavit of Residency is used when a parent/guardian and student live full-time within the Loomis Union School District boundaries in a residence they do not own, rent, or lease.

Open Enrollment Dates

The annual Open Enrollment window is January 2 through January 31.

Families are encouraged to complete registration and submit all required documentation during this window.

Applications received during Open Enrollment will be processed according to the District's enrollment and placement guidelines.

Enrollment Confirmation for Returning Students

To assist with class planning and school placement, families of currently enrolled LUSD students must submit an Enrollment Confirmation Form each year.

Deadline: March 15

If March 15 falls on a weekend, the deadline will be the preceding Friday.

Student Placement Priorities

Following the Open Enrollment deadline, the District will use the following priority guidelines when placing students at each school:

1. Currently Enrolled Students

This group includes:

  • Students officially enrolled in a Loomis District school who are not on a waiting list
  • Students who will be retained at their current grade level for the following school year
  • Special education students who are assigned back into the regular classroom as part of their Individualized Education Program (IEP)

2. Redirected District Students

District students who have been redirected from their school of residence due to impacted enrollment will receive priority for placement back at their school of residence when space becomes available.

3. Applications Submitted During Open Enrollment

This group includes resident students, intradistrict transfer students, and interdistrict transfer students who submit registration paperwork during the Open Enrollment period.

Applications received during the Open Enrollment window will be assigned a January 2 application date. Applications received after January 31 will be date-stamped based on the date they are received.

When a School Has More Requests Than Available Space

If the number of requests for a particular school exceeds available space, a random drawing may be held from the eligible applicant pool.

A waiting list will be established to determine the order in which applicants may be accepted if openings become available during the school year.

For waiting-list placement, residents of the school, siblings of existing students, and students whose parent(s) are employed within the school's attendance area will be placed first.

Remaining applicants will then be subject to the applicable lottery and waiting-list process.

Registration paperwork received after the January 31 Open Enrollment deadline will be considered based on available space and processed on a first-come, first-served basis.

If a waiting list is already in effect, the student will be placed on the waiting list according to the applicable priority guidelines.

When a school reaches its enrollment capacity, a waiting list may be established using the priority guidelines above.

In this situation, a new resident student may be redirected to another LUSD school outside their school of residence. Every effort will be made to keep siblings together.

If space later becomes available at the student's school of residence, the family may be offered the opportunity to return.

If the family declines the available space, the student will no longer be considered "redirected" and will be removed from any waiting list at the school of residence. Any future request to attend another LUSD school, including the original school of residence, will be considered an intradistrict transfer request and will be subject to available space.

For students who submit registration paperwork during the Open Enrollment period, every effort will be made to notify parents/guardians of school placement prior to the end of the school year in June.

For registration packets submitted after the Open Enrollment deadline, notification of school placement will take place prior to the start of the next school year.
